巴西圣保罗当地时间4月29日上午召开的由世界中医药学会联合会、中国医药物资协会、道地药材国际贸易联盟联合主办第二届“金砖国家传统医药组织交流合作与发展论坛”暨第四届“道地药材国际贸易论坛”上，巴西聪伯针灸中医药学院院长索哈古与中国医药物资协会副会长、道地药材国际贸易联盟副理事长马信鹰共同发布了致力于传承传统文化，传播生态文明，促进世界各国传统医药组织间的文化交流与合作，建立生态文明新世界的《道地药材国际贸易联盟倡议书》。倡议书全文如下：
 

传承传统文化，传播生态文明

各位联盟成员：

　　当今世界正面临着能源危机、资源枯竭、人口膨胀、粮食短缺、环境退化和生态平衡失调等多种危机。这些危机或互为因果关系或是同一问题不同表现形式，那就是生态危机。

　　生态危机的挑战迫使我们需要传承和传播一种可持续、和谐共生的文明形态来延续人类的生存与发展, 这就是生态文明。在传统中医药文化中，道地药材等动植物入药的发现，是中华民族对人类医学、社会、文明的重大贡献。药用动植物是珍贵的自然资源，是人类的宝贵财富，也是中医药赖以生存与发展的物质基础，与中国人民乃至世界人民的健康有着十分密切的关系。因此，我们倡议：

　　1、 我们需要从世界各大文明和古老的传统文化中去寻找生态文明的精髓，用传统文化智彗之光照亮现代生态文明之路。

　　2、 加强传统中医药文化理念的传承，促进生态文明传播。传统中医药文化所倡导的“道法自然”、“天人合一”、“以人为本”、“致中和”、“阴阳平衡”、“调和而非对抗”的思想和临床理念与生态文明的精髓不谋而合，是人类宝贵的非物质文化遗产。加强传统中医文化与其它国家和地区传统文化的交流，有利于促进非物质文化遗产的保护与利用，增进相互理解，有利于传播生态文明。

　　3、 以道地药材等药用资源保护与利用作为切入点，促进生态环境和非物质文化遗产保护意识，提升文化伦理道德，传承传统文化理念，传播生态文明精神。道地药材是在一定的自然条件、生态环境和地域内所产的药材，具有独特医疗保健价值，它的形成和演变不仅与遗传、环境及生产实践有关，而且是凝集着历代无数研究者和生产者共同劳动和集体智慧的结晶。道地药材作为一种特殊的遗传资源和文化载体, 具有科研、社会经济、文化的多重价值，在传统文化的传承与生态文明传播中具有不可估量的作用。

　　我们倡议通过加强世界各国传统医药组织间的文化交流与合作，通过传统文化传承，促进人与自然、人与社会、人与自我、人与人之间、乃至国家与国家之间建立和谐共生、良性循环、全面发展、持续繁荣的生态文明新世界。

Dissemination of Ecological Civilization Belief

Dear Union Members:

　　We are now facing crises such as energy crisis, resource exhaustion, population explosion, food shortage, environmental deterioration and imbalance in ecological system. These crises are either in causal relationship for each other or as different manifestations of one particular problem. And this is regarded as ecological crisis.

　　In response to such crises, we have to inherit and disseminate a sustainable, harmonious and inclusive civilization form, namely the ecological civilization, to continue the living and development of human beings. In the culture of traditional Chinese medicine, the medical use of animals and plants like genuine regional materia medica contributes to medicine, society and civilization of human being. Medicinal animals and plants are precious natural resources and treasures of human beings. It is also the material foundation for the existence and development of traditional Chinese medicine and thus tightly related to the health of people in China or even the world. Hereby we propose that:

　　1. We need to look for essences of ecological civilizations from every great civilization and traditional cultures in the world and to use this wisdom of traditional culture to direct the path of modern ecological civilization.

　　2. We need to inherit more beliefs of traditional Chinese medicine and disseminate ecological civilization ideas more vigorously. The thoughts and clinical beliefs advocated by traditional Chinese medicine such as “consistence between Tao and the Nature” “Harmony of Man with Nature” “People Orientation” “the Actualization of the Mean and Harmony” “Balance between Yin and Yang” and “Coordination rather than Confrontation” coincide with the essences of ecological civilizations and they are precious intangible cultural heritage of human beings.

　　3. We need to take the protection and utilization of genuine regional materia medica as a starting point, to increase the awareness of protecting eco-environment and intangible cultural heritages (ICH), raise the level of cultural ethnics, inherit traditional cultural thoughts and disseminate ecological civilization beliefs. Genuine regional materia medica refers to the medicinal materials which grow in certain natural conditions, ecological environment and regions. They are endowed with unique medical and health value. The formation and evolutions of genuine regional materia medica are not only closely related to heritance, environment and practice, but also fruit by common labour and collective wisdom of numerous researchers and producers generation after generation. Genuine regional materia medica, as a special inherited resource and cultural carrier, owns multiple values in the field of scientific research, social economy and culture, and plays an immeasurable role in the inheritance of traditional culture and dissemination of ecological civilization.

　　We propose the construction of an eco-civilized new world of harmony and inclusiveness, virtuous circle, comprehensive development and sustainable prosperity between human beings and nature, human beings and the society, human beings and themselves, among human beings and even nations through enhancing cultural communication and cooperation among traditional medical organizations around the world and inheriting traditional culture.
